California Assemblyman John Vasconcelos was the legislator most responsible for the creation of the California Task Force in California in 1990.  “Self -esteem is a “social vaccine” against an epidemic of social dropouts, teenage pregnancy, domestic violence, drug and alcohol addiction, child abuse, and other destructions of self and others.
