Grab a stiff cup of coffee and scroll down to Section 6 "Comprehensive Reform Funding" (a)(2)(A) to see the initial $46.3 billion dollar gouging of US tax payers.
Comprehensive is right! 1,200 pages of confusing, complicated, convoluted, convulsing incomprehension.
Sorry. Back to the doubling in size of the US Border Patrol.
That you can find under Section 1102(a) U.S. Border Patrol- "Not later than September 30, 2021, the Secretary shall increase the number of trained full-time active duty U.S. Border Patrol agents deployed to the Southern border to 38,405."
Do you know that DHS and the US Border Patrol are currently being investigated for overtime abuse (officially known as AUO or administratively uncontrollable overtime)?
Here is a link to a Senate hearing conducted on January 28, 2014. http://www.hsgac.senate.gov/subcommittees/fpfw/hearings/examining-the-use-and-abuse-of-administratively-uncontrollable-overtime-at-the-department-of-homeland-security
Have you see this ABC News San Diego investigation into US Border Patrol AUO overtime abuse that was reported thirty years ago with no follow up investigation?

Here is a scathing article suggesting that this Senate hearing merely slapped the hands of DHS agencies involved in this abuse: http://www.thefiscaltimes.com/Articles/2013/11/21/DHS-Winks-Workers-Stealing-Unearned-Overtime
For your information the lead Senators of this Sub-Committee on Efficiency and Effectiveness of Federal Programs and the Federal Workforce, Senator Jon Tester of Montana and Senator Ron Portman have been notified of this ABC San Diego news report on US Border Patrol overtime abuse.
I am skeptical if they will pursue this corruption further. So government agencies are just too big to be held accountable.
