I wonder why?  It must have something to do with public image and money.

What an insult.  Speaking from Chamizal National Memorial El Paso, Texas directly facing Ciudad Juarez, Mexico, a stone's throw away, President Obama says nothing of the US backed Mexican Drug War that to date has cost over 120,000 lives in Mexico.

The most egregiously revealing insult:  Harvard University's selection of Mexican Drug War/NAFTA President Felipe Calderon as their First Angelopoulos (Clinton) Global Leader Award in 2013:

It is clear what the bi-national elite's priorities are.  It is clear that their priorities do not pertain to the decent, hard working people on either side of the border.
